It seems from the video that people do have the money to buy bread but that the bread supply itself is the problem. This simple observation provides a conclusion that "bread shortage" is not necessarily linked to poverty. This problem is largely existent due to the government's policy of controlling bread price to be well below the international level of pricing. This in turn will trigger private bakers to steal government's flour at any price rather than buying it with much higher price.
